Unfortunately there are always going to be people who are very close to being feral and are very much of the opinion that people are either wolves or sheep, or some very stupid wolves that like sheep and act like dogs.

They see no wrong in taking advantage and that is the way their world works. Situations like that in the jail are not going to help but equally there are some kids that, even at a very early age, have no idea what normal society means.
