I have used a free anagram tool called Anagram Artist, which is found here:
http://www.anagrammy.com/resources/anagram_artist.html

Not sure how it compares to others on the market (or free), but it's enough for me, for the rare times that I may care, and it works in much the same way as a program I barely recall from CP/M days....
