You may want to look at: "The Trivium: The Liberal Arts of Logic, Grammar, and Rhetoric" by Sister Miriam Joseph. The volume is old enough to be pretty free of latter-day corruptions.

I agree with your proposal for altering public education, but would add:
- no Federal funding; no Federal control (keep it local to the community)
- make the study of the mechanics of economics a fundamental requirement. (Hazlett, or perhaps Sowell.)
- if there is a school lunch program, add to the etiquette a basic course in table manners and the use of eating utensils.
