meh, i would tend to blame the parents. I think children have a basic right to dress how they want, if it's within an age-appropriate extent. the "everyone else is doing it" argument never cut it with my parents. as for the models and beauty pageant queens, i doubt you have to spend your waking life as a model or beauty pageant queen just to win a title. and they should learn how to give themselves manicures; it's not that hard.
