Spent a long time looking for a subtle bug which was actually a very, very stupid bug.

Still, it's working now, and a vast array of pointlessly elaborate clocks now beckons.

Ah. Well, at least you hadn't hard-coded a flag for debug and wondered why your decoder struggled with correctly setting that flag.
