It was available on Netgalley (if you have an account there?).. it took me a day or two to get approved though, but that's for e-format, not sure how the hardcopies would be handled.

Yes, there's a "read now" button and a "request" button. I've so far run into the "request" button for the ones I've reviewed through NetGalley. That's where they review your request and grant it depending on I'm not sure what exactly. It probably differs from publisher to publisher. If you do "request", you probably should put information in your profile about your website and what you review so that the publisher knows more about you when deciding to grant your request.
You could say that the cost is balanced by the time you spent reading and reviewing it (and if the review is good, people may want to buy the book because of that), and it's also probably a cost that the publisher expects to pay as part of publicity. On the other hand, yeah I sometimes don't request an ARC just because I like a series or author so much I'd rather buy it and give the author the royalties from a sale. So I get what you're saying.

I just worry that if I read them there, I won't buy them and therefore deprive the author of their royalties or whatever.
