Cisgendered just means "not trans", I'm pretty sure they're cisgendered in canon (I would have heard about it otherwise :)). There is a lack of a good consistent term for "male to female and vice versa", Rule 63 is nicely unambiguous but not everyone recognises it.

Anyway: I have trouble imagining a girl called Kurt. Blaine I could believe though.
