I agree with you, however I wish some pet owners would also consider themselves "the responsible party." We seem to have an alarming number of neglected dogs in our neighborhood.
True! I live in a very rural setting and most people up here have several pets because people who want to get rid of their pets bring to rural areas and turn them out. This Winter a kitten maybe 4 months showed up at the house, with a foot of snow on the ground.
