I think you may be able to see the aurora borealis from the northern part of England/Scotland, but I'm not sure.

As for the Unrofgivables -- Aurors were allowed to use Avada Kedavra to kill Death Eaters during the first war, under Barty Crouch Senior's orders. So in that case, no, the Auror who used it would not be sent to Azkaban.

I really doubt that any of the Unforgivables would be acceptable in the cases you mentioned, but it's an interesting thought. I would think that Healers might administer someone a very strong Sleeping Draught, or that you could body-bind or disarm someone who caused danger to themselves or others. But I tend to think that the Unforgivables are called such for a reason, and that it was a very, very, extreme step for Crouch Senior to allow Aurors to use one lawfully.
