Yes, the IM conversations are official from the BBC sites.
Some choose to say it's considered "online canon" not to be confused with "fanon".
Most accept it as canon with a rare few exceptions.

I have to say, the BBC really does some great extras for this show, they not only go with the episodes..but they're fun and shippy too!

The Livejournal community "Ianto's Desktop" has all of the email messages, IM convos, and Captain's blog entries from the BBC-UK site posted from both season 1 & 2 and if you go to the BBCAmerica website and click on Torchwood in the show drop down list they have all the BBCAmerica Captain's blog entries up there...which mayor may not differ from the ones on the BBCUK site.I haven't gone through them all thoroughly enough to say.
