Hm, it's rough, but I think that your assesment of the situation is right on. I think he got himself stuck into something he regrets, and as much of a pain in the ass as it might be, I think you should fight for what he agreed to. The lack of security is a scary feeling, but other than having a chain on your door I'm not sure what to tell you. Remember to smile and pretend to appreciate the crap he thinks you should appreciate, and hopefully thinks will smooth out. Good luck.
Whether you want to get a lawyer depends on whether you want to pay a lawyer to take care of this for you. If he hasn't substantially complied with the terms of the lease (or the statutory requirements imposed on landlords) then I would hesitate to move in. That just gets you stuck further. He can't sue you on a contract he is breaking. Well, he can, but he probably won't win.
I can say from past experience if the landlord is acting shady already, it isn't going to get any better.
