I believe in the cartoon continuity (brain_cozy, who knows the cartoons well, assures me that the regular 90's-early 00's Batman series(es) and Batman Beyond are all in the same continuity), Barbara Gordon was Batgirl but was never shot, and so never became Oracle.

I don't remember Max, but I never saw that many BB episodes- really liked all the ones that I did see, though, so maybe I ought to get the DVD.
