Yes, I dislike that trope so much that I will only accept it very rarely, with a whole list of conditions. In this case, it looks like Kishimoto is implying that the reason the woman is pissed off about 'needing a man to protect her' is because she got ditched in the past, and not because it's, um, really insulting to imply that the leader of your nation needs a walking penis and pecs in order to get through the day.
