I figured 'I should go with whoever has the most CR!' You can guess who that is. But I have already given you blocks of text on Jack's thoughts on the Master, so I am going to cheat and go with Arthur.
Arthur thinks the Master is scary. But! He is also clearly brilliant. So he ends up drawn to him nonetheless, despite those hints that the Master is not all that nice a person. Also the fact that he made him get down on his knees for his glasses. And despite the fact that he has that obsession with making him do things in exchange for information, and he will one day apologize about punching him, even if it leads to him being mocked, his talk with the Master often hit some very interesting topics. His world view is also something which, while Arthur tends to disagree with on many levels, he finds himself curious about as well.
So in short, the Master is dangerous and scary and mocks him, but he is also brilliant and interesting to talk to and a fascinating individual all his own. Thus, Arthur continues to discuss things with him.
Jack is actually quite fond of Diva, and not just because she is amazingly amazing in bed. Despite her vampirism and sadistic streak, she's oddly....cheerful. And that makes Jack want to protect her. He lives his life surrounded by people that are anything but bubbly and happy and cheerful. Granted, he knows enough about Diva to realize that there are probably issues there but he's not picky about these things. This also means that he's more likely to forgive her for things, but only once he's yelled a lot and made it clear that he is angry and displeased. It is Jack, after all.
Out of the two Doctor's that Jack is in constant contact with, canon!Ten is the one he is less close to. Well, they're close in a different way, I should say. Because there's a slightly more open relationship between him and d3!Ten, but him and his own Doctor have gone through quite a lot, which is the reason for the former
( ... )
It's been a while since he and Reinette have talked; clearly, this should change.
But he holds a lot of respect for her, both as the historical figure and the woman he has had the pleasure to talk to. She's very cool-headed and collected, but he can still see a more playful side to her, and that interests him. He'd like to get to know her more, find out more about her, but really he's content just holding discussions with her.
