As a graduate of IC's Writing major, stay there. It's clearly what you want to do more than C&P, so if you have to choose, I think it would be unwise to switch your major.
Now, I think this is the kind of thing best hashed out with an advisor. They will know better what the major requirements for each are, and how much time they will take, or if there is an alternative minor you could pursue. Also, certain profs in the writing department (especially Barbara Adams) know the Park School very well.
As a double major in C&P and History, I can tell you that not only is it possible, but extremely rewarding to take on two majors. You will be taking less fun electives than all of your friends, but if its your passion, than I say go for it (also, C&P is one of the majors with the lowest required credits!). If you feel that it's too much or you find that you like one more than the other, you can always change later. However, the later into your undergraduate career you are, the harder it will be to add on another major or even minor.
