Because King Uther, Arthur's father, is kind of paranoid about it)) He outlawed it b/c it's supposedly very evil)) (The real reason is that his wife couldn't conceive, so he asked a witch for help; she helped, but Uther's wife died at childbirth, and Uther started blaming that witch and magic in general.)
So far it's been almost three seasons and Arthur still doesn't know Merlin has magic. Which is kind of annoying)))
