It's a very feasable build with the way 4e works. A Cleric or Paladin could easily go the low-Strength, high-Charisma build, use the CHA-based powers, and still be very effective. I approve!

True, but Str _and_ Wis 10 isn't very conventional - I've had to choose powers carefully and even then, at least one of them has a secondary effect that's effectively zeroed out due to having a +0 Wisdom modifier.
