ljArchive. It'll download a copy of your journal to your hd with comments intact. There are instructions on how to use it in brown_betty's LJ here. It's pretty simple, and my journal, which has something like 900 entries and 2000 comments, produced a file that's only 1.86MB.
brown_betty also has directions for how to use LJ-Sec to upload all your journal entries (but not comments received, I think) to an LJ-clone, but I haven't tried that yet. And if you use Semagic to update your LJ, there are instructions here for how to make it automagically crosspost all your entries to other LJ-clone blogging services (like GreatestJournal or InsaneJournal).
