Paul Cornell consistently writes good stuff.

I'm a huge fan of his MI:13 comics, which have some similar elements - on the surface it's a superhero book, but it's often much closer to a spy thriller. People with superhuman abilities using them in clever ways. And sometimes just outwitting the forces of darkness instead...
