well, the US gives loans to foreign countries all the time. we used to do it in exchange for control over the foreign country's governance (dollar diplomacy) - now we just do stipulations for the loan. Russia and China are popular these days with the developing world because they basically give loans (and other aid) without stipulations about democratization or human rights or the rest of it.

omg i just realized this meant the US congress. *facepalm* um, anyway, thanks for the explanation. we used to what? they actually let you govern them in exchange for money? o_O

countries in the Caribbean did. we took over the Dominican Republic's entire customs department when we decided their government was inept. it was more like letting the US have a say in how they ran things rather than just straight up the US government running things, but still. Liberia was basically controlled by the US-based Firestone Corporation for a while (all the leaders were Firestone-approved, everyone went to work in the Firestone plant - the largest in the world).
