Good rulers can be followed by bad rulers. It's slightly harder to take away good rules from people.

If you knew for certain that all your rulers would be good and stay good, it wouldn't matter so much. But rulers ain't like that.

Yes the quality of your ruler matters. If the ends are damaged it introduces extra error into your measurements and you may find your rules, conclusions, skewed by this mis-measurement. It is important to verify the quality of all equipment before begin an experiment to insure the accuracy of ones results.

I don't think it matters. Bad people will always find a way around both good rules and good rulers and get their way.
