Hi there! You have your privacy setting set to where people can't message you back unless you're friends with them on livejournal. But to answer your questions...

Advertising is meant for other comms or journals that want to advertise their existence or another the start of another round of challenge. You're free to post your story to dashidorawa, provided you follow the tagging rules.

HTML is pretty much required for everything unless you're editing in the rich text editor. Most people like having fancy effects with their text, but it's really up to you whether to not to make it fancy or keep it simple.

I'm so sorry!!! I'm still trying to figure out live journal so I don't know how to set my privacy settings to public T-T (if you could..could you please tell me how to put my privacy as public xD)

Also, thank you so much for answering my question! It really helped me out. I'm such a noob...I will hopefully get the hang of HTML it's been awhile since I last edited HTML. T-T

Lol, under the profile tab, click on edit profile and scroll down to contact info. There should be something that says LJ User Messaging, and change the drop down box to "Registered Users." That should take care of the messaging stuff.

HTML isn't too hard. Just the basic things really until you get fancy haha.
