If the iraqi government or a PSD got in the way of resupply operations for the military, I suspect the only question would be land vs. air assault to retake the airfield.
Anyone whose plane doesn't have a way to land at the military side is not really a person of concern. That's like the lowest tier of favor, they do it for everyone.
