Actually Reagan did have his popularity plunge during the Iran-Contra scandal. It started recovering when he "apologized" for lying about trading arms for hostages. People gave him credit for taking responsibility. I never actually got that since in March of 1987, Reagan told a national audience:
“I told the American people I did not trade arms for hostages. My heart and my best intentions still tell me that's true, but the facts and the evidence tell me it is not.”

To me that's saying, "I didn't do it even though the facts say that I did."

That made Reagan's popularity jump something like 10 points.
