They think they are making it for the US military to protect the United States. No, I don't think they go "can't wait to see these used on unarmed civilians and AP journalists".
I'll note that the footage of what happened wasn't released prompty or officially. This concealment was the choice of someone in the military or above - likely those working for the former President. The public didn't learn until very recently, how are Boeing employees headquartered in Washington State either going to know or be in control of what occurred? Answer is the easiest explanation - they aren't in control of how they got used.
This gives the impression that the government and military is not to blame, but rather Boeing. I think that is a bit of a distraction considering the government ordered the helicoptors and requested the design specs, and was responsible for every move along the way. It seems a little like something these pro-government, anti-business types would think was reasonable, blame boeing for the actions of the government, when in reality if the government were not in existence boeing would probably still be out there making helicopters or flying cars or something, but benefitting humanity and not contributing to its destruction.
