Old Carrollton, like most of the city developed before the US Civil War, is some of the naturally higher ground in the city. Economic status of residents varies very widely.

When I was looking at neighborhoods when moving from my former home on Napoleon in '97, I was surprised to find that property prices in Lakeview, my third choice, were much higher than my first choice, back in Old Carrollton (where I'd lived in my late teens). Lakeview is under water, last I heard.

Just to correct the mistaken generalization I've seen that in New Orleans there is a direct correlation between economic status and elevation.
