Some background to illustrate a point relevent to my previous post.

New Orleans hundreds of years of history has multiple examples of floods from semi-tropical downpours, hurricanes, and levee failures.

Yup.

K was considerably more wet and stayed that way for a greater amount of time because that's a lot of water to drain away... oops back the way it came, which was really a very small series of holes.

I still want an 8/29 commission. If NASA can be told to change their engineering 'culture' after killing 7 astronauts, I think the COE should get investigated for killing 1500 citizens.
