NO should have been abandoned and those dollars used to relocate citizens. Certainly people could not be forced to abandon NO, but the government could have said "You have a choice: We'll pay you $100k to relocate to an area that is not prone to hurricanes, or you can stay in NO and forfeit any assistance."

I think more than a few brains are going to short-circuit as they chew on that. It's cruel, probably inhuman, but rock-solid in terms of pure logic, and has probably been said in more thoughts than most would care to admit.
