cut down weed tree

Is that a tree covered in weeds, or a weed that's grown as big as a tree?

It's a weed (I guess) that has grown as big as a tree! It looks vaguely palm tree-ish and has a fairly thick stalk. I tried to get it out last year when it was smaller, but I needed a shovel to get to the roots. Since then, it's gotten out of hand. It will require some serious intervention, but I'm determined!
