If the device is covered by cloth or some other material, are the rune etchings still visible? i.e. If Perry wears a turtleneck, will the glamour shine through to alert anyone that he is wearing a device?
Also, now that the Registry has changed, what's the policy on signing up? Say, if unregistered individuals want to sign up in protest like Harry and co. did the first time around?
If the device is covered, like with clothing, then no one knows it is being worn. It is very easy for these to be 'incognito' as far as the wearing.
Snape, of course, has taken to not buttoning his top buttons so his collar is visible at all times, in a sort of maryr-ish-display because he's such a drama queen sometimes. (*wink*) But in general, if it is covered by clothing, no one knows its being worn.
And as to the policy on 'signing up'... I'm going to have to chat extensively with JL on that one! heh. There really wasn't much of a 'policy' before, so much as Harry just used his 'Boy Wonder' status to insist, and the officials caved-in. I can assure you the Ministry is in a panic over the 'anonymous' call to arms, however, because they totally don't have enough devices for 'everyone'. ;)
