Established relationship. No one knows how much Eames loves wearing lace knickers. Eames loves the way the lace caresses/holds his bits etc, it arouses him to no end. Eames tells Arthur this one day when he's drunk. Times goes on Arthur doesn't forget about it, but maybe Eames was drunk enough to have forgotten about said conversation? Arthur buys Eames a pretty pair of panties for Eames to wear at the warehouse some time that week. Arthur gives Eames knowing looks throughout the day and at lunch when people are gone corners him and is all "oh you're such a pretty girl wearing such pretty panties, are you getting them all wet for me?" etc etc. Eames comes in his pants and has to walk around like that all day.

Well, Arthur is sick of it. He's done playing the one with restraint, the one who keeps it professional when Eames jabs and pesters all day and gets earnest only when he's so drunk that taking advantage of it would be taking advantage, and if he's going to breathe something as ridiculous as lace panties into Arthur's ear then he's going to have to own up to it.
