I actually did find it, it's Can't believe I never noticed my heart before by queenklu and it's Inception RPF which is of course why it didn't show up when I searched in Inception FANDOM. *headdesk* But, I found it, yay!

I sometimes do, sometimes don't, very dependent on the fandom and the pairing. I normally wouldn't have gone to search for it in this fandom, but LOvE LOVE LOVE the author and really even if you don't normally read it, this fic is totally worth an exception.

I found something! It's an RPF (that is, Tom/Joseph instead of Eames/Arthur), but otherwise it seems to fit your description. I haven't read it yet, but it looks like an awesome read.
