Bush's first offical act as president was to reinstate Regan's "Global Gag-Rule," which prevents U.S. funded health-care providers abroad from even mentioning the word 'abortion.' Not only has it not stoped abortion, it's actually causing more abortions due to restricted access to contraception and the closure of family planing clincs. And on top of that, it's killing thousands of women every year.
