Know of a hack or somthin that allows you to place houses/decorations outside of the camera view?

GunMod's Camera Mod allows you to see the entire neighborhood, so that will allow you to place hood decorations there. Houses will require a road, but Belladonna Cove does have that secret lot off in the distance (on the left in your pic), so you'll be able to place houses there, no problem.
