It seems that the best way to reduce violence in the inmates is to give them someone intangible to blame and then to traumatize them. I imagine the same could be said for us.

No. Well, it might embarrass someone. But it's a dose of peace and goodwill in a vial. No side effects, short-lived effects, no strings attached. And worth giving to you even if it slightly decreases the chance of someone fear gassing the Barge.
