Start off with our base. The problem with the base it that it's too light and not very colourful.
So I duplicate the base and set the blending mode to Color Burn (Multiply or Linear Burn will work too, it depends on your image. I chose Colour Burn because it generally darkens the lineart as opposed to the whole image with Multiply). Then I lowered the opacity to around 50%.
Create a new layer and fill with #021948 and set to Exclusion, 100%.
Fill another new layer with #D2F1FE, and set to Color Burn, 100%.
Add a new layer and fill with #FDC2D9, set to Soft Light, 50-80%.
Next I duplicate my base twice and bring both layers to the top. The first layer (bottom one), I set to Multiply, 20%, in order to darken the image a bit. Then with the top layer, I set the blending mode to Soft Light, 100%.
I add a New Adjustment Layer > Color Balance. In order to bring out the purple colour scheme I wanted, I moved the midtone bars toward the Cyan, Magenta, and Blue ends. This really depends on your base, though.
I add a New Adjustment Layer > Selective Color. With this, in order to give the image more dimension, I generally shifted the bars a lot more on the Magenta and Blue colors.
If you want, you can add light textures to give your icon a bit more life. I chose one by
_iconographer and set to Screen, 50%, as I wanted the effect to be more subtle. Then I moved the texture over the left a bit.
Again, I add a New Adjustment Layer > Selective Color. I do this to enhance the shading on Ushio and of course, to give the image a bit more contrast.
Lastly, I duplicated my base, brought it to the top, and set the blending mode to Soft Light, 75%. At this point, I am done! :3 You can add any finishing touches if you'd like.
