You don't need to include how they came to Promenade in your application, no. It doesn't need to be a coma or death, either; many characters just wake up in the city!
All player characters are automatically residents, as they don't go home (unless they are being canon updated). They are different from the NPC residents in that they remember their world before Promenade and different from the visitors in that they remain in Promenade and consciously act while within the city.

claire here is from supernatural and was twelve when we last saw her two seasons ago, she'd be fifteen-ish by now but there's no history to go on since the writers have neglected her. (i was wanting to age her up a little more, but i can work with fifteen or keep her as we last saw her.) i was simply curious.
Although Claire is only seen in one episode, and it can be assumed that she does go with Amelia and grow up, technically speaking that would be presuming a character's history and taking them into an AU setting. Since we never see any canon update on Jimmy's family, and as such, we never see any solid canon on what becomes of Claire, we're going to have to decline that she come in above the age at which we see her in canon.

Since there is little canon in either the movie or the novel when it comes to what Winona did for the years after her last mention (when Frank refers to her as being off-planet), we would not accept an application for her after this point in time, as she would technically be considered AU. We would be willing to look at an application for her from before this point in time, but it would have to meet the application requirements and have clear sufficient evidence as to what you think her personality is like. Headcanon is allowed as long as canon backs it up.

Though, most likely, I'll simply pick a clearly established character from a different show/movie to cut down on the hassle.
If you mean a place for peer review on the application, no, there's no place for that. You would just submit it, though we have no problem with you having others look over the application beforehand.

This is completely up to you! We're fine with it either way. In addition, if you would like to bring them in ill, there are characters and NPCs within the city that could help them heal.
Hello, quick question that I probably already know the answer of: alternate universe versions of characters are not accepted, correct?
For example, if I had a Prince Arthur from BBC's Merlin whose background/canon I have drastically changed for my own fun and games prior to this one, their application would be rejected?
However, if I worked on the character a lot and made him basically an "original character" and had little to nothing to do with Merlin (the TV series), he would stand a better chance at being accepted, correct?
Correct. As seen here, under "the details" section, AUs of characters are not allowed, but if you make them their own self, they would be considered a fandom OC.
Please keep in mind that they cannot come in contact or know any of the main characters, as well as secondary ones. Other than that you are free to do as you please- within reason, of course.
Now, if I totally scrapped all of their original canon, completely erased all of that, and made them an original character with no connections to the series I mentioned before (minus their PB because Bradley James is a perfect PB for any version of Arthur), or in this example, my own character based off of the original Arthurian legends, they would be considered an OC, correct?
So you'd be creating an original character based off of Arthurian legend, is this what you're trying to ask? We're just double checking to make sure we understand.
