I wonder... Would it make one a "bad" citizen if they didn't do something like that? Something like signing up for the guard, I mean.

Lawlessness, I imagine, but that's assuming a law and order-based system of morality. It's not uncommon in human governments- or any governments.

[Laurent is new here, and didn't know Lucifer yet. He stares at the mask as the red seems to move, but perhaps it was just an illusion. He's not sure what is it, but there's something in this man's voice that alarms Marid and he can feel his powers rising. Like Lucifer, his own mask doesn't have any strings.]

If that's what you wish to do, I can't see why not.
