I've done a WHOIS on the IP left from your comments, and reported your acts of harassment to your local authorities. They are in the middle of dealing with it right now.

We do outsource work for Cable TV Operators to provide an Internet Service for their subscribers.
The IP address you have informed to us is assigned for one of their subscribers, and each Cable TV Operator has their own Customer Support Center to work on abuse issues.
We will investigate this issue, and as soon as we certify the subscriber, we will notice the Cable-TV operator to inform their subscriber of the activity.
