River's supposed to be in a maximum security prison too, but it seems to be a Cardboard Prison. Ditto for Carmen Sandiego.

I'm pretty sure that a lot of problems in fictional universes would be averted if they didn't haggle over the price when it comes to building prisons.

Yup, sure he doesn't even compare to Graham Crowden (Soldeed), Paul Darrow or Brian Blessed, but it was a good job anyway.
