If you ignore JKR's epilogue, their dates are actually quite close: if you include it Amy could, at a pinch, be Harry's grand-daughter (more easily Ginny's great-niece) since the Muggle PM has to be Wilson rather than Blair, but for a wizard and a time-traveller that should not matter very much.
Actually, going by the book dates, the epilogue shouldn't really matter. Harry was born in 1980, and I'm estimating Amy was born around 1988 or 1989. A biggish difference for your average relationships, but not too extreme. [/nerd]
The books are all written in the past tense so you cannot identify Harry's DOB from the date of publication. The clues as to date are in reference to the Muggle World. The old Ford Anglia in book 2 and the near-universality of telephones (and jeans) mean that it is post-Attlee. Heath didn't last long enough to fit the description so the Muggle PM is Blair or Wilson. If Blair then Harry was born mid-80s; if Wilson then late 1950s
