Whats BMI?? And u shud really not skip meals, research shows that young people are having like 8-10 snacks a day, rather than 3 proper meals... THIS IS BAD...i think i told u this already, but theres no harm in reminding you

Exercise. Women put weight on thighs/butt before anywhere else, its the way their made. I can't stress enough exercise, it would make the whole losing weight thing much easier, infact MUCH MUCH MUCH easier.
