But, pardon me for not knowing, but what exactly does "tune" mean?

Where I come from, there are two worlds - the human world, and the otherworld. They occupy the same spaces, but don't interfere with each other at all. Someone in the otherworld could walk right through you, and neither of you would even know the other was there. To tune someone is to synchronize them with the otherworld, so that they exist there, instead of in the human world. For the human world, it would be like that person ceased to exist.
