actually for the bright ones its all pretty much the same technique. depends on pic but i do smthing like that: copy base and set to screen > light blue layer set to softlight > light yellow layer set to color burn > in selective coloring blue section: +100 +40 -50 -30 (its if in pic something blue and this step makes it more bright blue) + sometimes i use also curves but theres always different options cos of base pic. :)
