The swirly dots you may find in your standard brushes, I'm not sure! The flowers could either be an image that she incorporated or it could be a brush she downloaded from somewhere and colorized. The stars, I believe, are also standard PS shapes.
You should check out one of the brush communities to see if you could find any of those. :)
For the text itself (I love text), it looks like she used a second layer of text in white underneath the main, and drop shadow of course. For the reflection, a clipping mask on the text layer with the reflection drawn on would do. If you don't know about clipping masks, google them. They are fabulous.
That'll help you get the 3 dimensional plastic look of the text.
As said before the brushes can be found anywhere. The dotted lines can be made with default brushes (again google how to make dotted lines) and then stroked. The stars are defaults too. The flowers- They are arranged in the same way every time (the big set, and the two smaller ones) so they're probably stock of a vector or something.

I've never dealed with brushes with photoshop in my life lmao. Do these symbols come with photoshop or do I need hunt them down?
