Using PSP 9.
Step 01
First, select your image. Crop the image, resize it (if you want), and take your base (original image).
Step 02
Duplicate your base and set it to Soft Light. (100% opacity)
Step 03
Add a 2nd layer (#001A2F) and set it to Exclusion. (50% opacity)
Step 04
Add a 3rd layer (#C8F7FF) and set it to Burn. (50% opacity)
Step 05
Go to Layers >> New Adjustment Layer >> Hue/Saturation/Lightness >> Saturation 40 AND set this layer to Saturation (Legacy)
Step 06
Go to Layers >> New Adjustment Layer >> Color Balance and set it as this:
Midtones: +12, -11, -11
Shadows: +7, -4, -5
Highlights: 0, 0, 0
Step 07
Now add a 4th layer (#001A2F) and set this to Exclusion. (70% opacity)
Step 08
Now, copy your Base, drag it to the top, and set it to Luminance (Legacy).
Step 09
Now go to Layers >> New Adjustment Layer >> Hue/Saturation/Lightness >> Saturation 10 and set it to Saturation (Legacy). Merge all layers. Add text if you want.
Step 10 (optional)
If your result came out to dark, I suggest you do another final step. Go to your base, duplicate it, drag it to the top, and set it to Screen. Set the opacity at whatever level you want. Usually it's between 30-40. ;)
