this is my first tutorial.. so bear with me... ><''

Program: Photoshop 7.0
Level: Medium, but easy if you know your way around photoshop
Transferrable: no (selective coloring and color balance)

So here's how:

1.) First, you have to have a picture, and crop it to whatever size you want. Mine is 100px by 100px.

2.) Take your picture and duplicate it (ctrl+j). Set it to softlight, 100% opacity.

3.) Then, make a new layer and flood fill it with a light blue (#BCF2FF). Set it to color burn, 100% opacity

4.) Make a new Hue/Saturation layer (Layer->New Layer Adjustment->Hue/Saturation).

Make the settings:
Saturation: +30

5.) Make a new Selective Color layer (Layer ->New Layer Adjustment->Selective Color).

Make the settings:
Red: -100, 0, -47, +80
Cyans: +100, 0, 0, -31
Neutrals: +54, +27, -22, +6

6.) Duplicate the Selective Color layer from step 4 and set the opacity to 50%

7.) Make a new Color Balance Layer (Layer->New Layer Adjustment->Color Balance).

Make the settings:
Midtones: +28, +35, +34
Shadows: -11, +24, 0
Highlights: +30, -10, -14

And voila! You're done! Settings might have to change for some pictures (:
