Involves color layers, color balance, and desaturation (Colorization if you're going for the second icon)

-Duplicate your base & set it to 'Soft Light' at 100%
-Create a new Color Balance Layer by going to 'Layers >> New Adjustment Layer >> Color Balance' & set the settings to something like this:
     Shadows: 0   0   23
     Midtones: -42   0   75
     Highlights: -10   4   5
-Leave that layer at 'Normal' at 100%
-Create a new layer & fill it with #F3EEDB & set it to 'Multiply' at 100%
-Create a new layer & fill it with #00071C & set it to 'Exclusion' at 100%
-Create a new layer & fill it with #1C1A00 & set it to 'Dodge' at 100%
-Duplicate your base & drag it to the top. Desaturate it & set it to 'Soft Light' at 100%

That's it for the first icon.
For a more grungy/dirty look. . .

-Create a new layer & set it to 'Screen' at 100%. Take the airbrush tool & make a 'glow circle' anywhere that seems interesting. (The color I used was #FF800F)
-Open up a grungy texture (I used one from
gender)
-If the grunge texture is black&white, go to 'Colors >> Colorize' and set the Hue to 25 & the Saturation to 56.
-Paste the colorized texture onto the icon as a new layer & set it to 'Multiply' at 100%.
