First start sharpen the image

Duplicate base layer and set blend mode to "Screen" 100%

Layers > Merge > Merge All (Flatten). Duplicate layer and set blend mode to "Burn" 100%. Fill it with the colour #79CFEF.

Layers > Merge > Merge All (Flatten). Duplicate layer and set blend mode to "Exclusion" 100% filled with the colour #011A29

Layers > Merge > Merge All (Flatten). Duplicate layer and set blend mode to "Burn" 100% filled with the colour #79CFEF

Layers > New Adjustment Layer > Curves
Channel: Blue
Input: 245
Output: 211
Should look like this. If the curves doesn't suit the icon, you had better to skip this step.
Step 7
Layers > New Adjustment Layer > Brightness/Contrast.
Brightness: 0
Contrast: 10
You're done ! Should have this result.
