Simple and easily translatable.
1. I started with this base (made simply by just cropping, resizing and sharpening once):
2. Duplicate the base and set it to screen.
3. New layer. Fill with #BBDCEF and set to color burn 100%
4. New layer. Fill with #00071B and set to exclusion 100%
5. Duplicate the base, desaturate and set to soft light.
6. New layer. Fill with #DFC2B1 and set to multiply 75%
